GV has 0 sympathy for any enemy. He bombed Sumeragi offices and killed plenty of Sumeragi noncombatants without any regrets. And not all Sumeragi personnel was actively oppressing people. Sumeragi employed/coerced into employment a significant chunk of the population into just doing regular corpo work. He treated Elise's death as casual, telling Zeno he'd give him the highlights of the fight. He didn't really think anything about killing Nova, who was stuck in the same lab as he was as a young child. He wasn't moved by Zonda's tears as she died and just called her a sociopath. He didn't think much about collaterolling the noncombatants at the Garden. He doesn't see killing as a necessary evil and doesn't feel regret about having to gib other orphans. He doesn't fantasize about how things could have been different except when it comes to Joule. His ideal world isn't one where the badguys have turned over a new leaf, but one in which they're all dead or never existed because that would solve all the problems of the world. This was a core part of his being, and removing it neutered him.
