If he can abuse his AOE, then yeah, he outdamages Outis by a mile, especially since Outis takes at least 6 turns (5 if you do the trick) to really get her damage pumping, while Heath is constantly doing at least 2 attacks per turn with his passive. If it's MD then he ends up oneshotting lots of enemies so the other middle IDs barely get to actually fight.Generally what I like the most about Heath is that his s3-2 is made to be used on staggered enemies which is nice because that is unironically the moment where Middle team's damage goes down the most since they can't counter.
