Those are pretty much it. But there will always be another powercreep doll beyond the horizon, so it's pretty pointless to plan out. Oats is definitely the most important out of all of them. She's too flexible and scales with your other damage-dealers.

Have you looked at other signatures? Oats weapon is good because it's both flexible and strong, not because it's strictly speaking better on every single character. The argument to get it for other characters is based on cost effectiveness due to swapping it around, not sheer strength. (Though it is stronger than certain signatures, especially some of the early crappy ones.)
Keep in mind that not every character deals damage only through their active attacks, and many don't even have abilities that don't deal damage.
