i've been theorizing about this for a bit. class 7 and above anomaly is prob the only one strong enough to strain reality and allow code zero to manifestand based on the lore. code zero is not class 8 or above. it's outside the system itself, same with zero as they both are not detectable by the sensor. the thing about rule anomaly is that it's absolute, even hotori has to follow the restriction of fogden while code zero just ignore it entirelysince hotori power allow her to basically decouple/transcend time, she technically count as a transcendental being. her line in the stone garden also imply something about zero finally showing up as if she's been or seen timelines that failed until zero appear. which prob allow her to damage code zeroand zero themselves are very likely a part/aspect of code zero that it's trying to reclaim. one theory i saw is that something came through the hypervortex. hypervortex were described as "wound in reality" and cause madness or even death to people that observed it. this is very consistent with how human mind can't comprehend something beyond us. and this something break into 2, Code Zero and Zero when entering this realityan evidence that support it is actually fogden. the fogden game has been executed at least twice before present era but code zero doesn't show up in either case. but this time, it did show up. because it entered our reality through the wound and is now trying to reclaim a part of itSaw this comment, thoughts?

It created Zero as a human avatar to carry out this plan and is monitoring what they're doing. The hyper vortex pissed it off and it ended up deploying Zero during it.>The time has come, stop interferingDon't know who it was talking to but it proceeds to nullify the hyper vortex.The second time it shows up is when Zero is in danger of being defeated by the Fogden, it shows up the proceeds to smash it up, weakening it's rules enough to allow everyone to escape. I suspect it showed up specifically to help Zero out of a situation it thought they couldn't handle. The director suspects as much when talking to Zero in the ending.
