As far as I'm concerned Eridu and the surrounding region is a small country and if you keep riding out to sea or the Outer Ring you hit the Dark Wall where the world just ends and becomes a single Hollow. The reason there's shit like elves/demons/angels/furries all living together in this diverse city is because everybody fled from their homelands to the only safeplace left and over at least a couple hundred years everybody has just integrated into a modern society and cultural melting pot. Magic exists but fell out of practice due to technology, with notable exceptions being the cultivation crew and Lucia's tribe.
