This isn't a Square-Enix project, Nintendo does have some form of confidence in their mobile IPs. While they aren't making a lot of money, they aren't burning a lot at the same time. This is why something like Animal Crossing Pocket Camp or Mario Kart Tour ended up dying, there was just no way to keep up the production that was being asked for when it already hit its peak. Heroes by comparison may be cheaper on an individual character level, but the production pipeline is so big, of course they start tightening their belts after so many years and declining sales. 2 new characters a month and maybe a song or two can't be breaking the bank in the same way something like Genshin.
