Both were beloved, both had accidents that lead to a tragedy that simply destroyed everyone who knew them, which lead to Asgore feeling immense guilt and deciding to take it to his own hands, only to make things worse. It also fits the narrative of Mother 3, which inspired the Deltarune's story with how the pulling of 7 needles (dark fountains) summons a dragon, in which if the ones who pulled them have a good heart, the dragon would do good things (main route) or if they are evil hearted, the dragon would simply do evil things (weird route). The antagonist is literally the missing brother of the main character, which starts the events of the game. Only for it to be revealed that the missing brother actually died at the start and the main villian transformed them into heartless (soulless) being that cannot feel any emotion into serving them for their evil deeds, which is also revealed at the end. Perfectly fits for Dess's and Asriel's narrative. Knowing how much Toby takes from media he likes and how the structure similarities of Undertale, we can expect a story that is similar to it in basics. So yes, i believe Dess is trapped in the code and her soulless body is being commanded by the main evil to do it's deeds.
