Usually low priority cards have better FB and TE to compensate and so they're called highroll cards, Fine Motion WIT is the best exemple of a such card.Right now in Grand Concert, priority is valued a bit more because it provides more rainbow trainings, that means more tokens which are a valuable resource. For a lackluster answer, you need to balance everything and consider the scenario you're playing. There're top-tier cards in which you can look for their stat to see what makes them good. Personally I'd value FB=Priority>TE. TE is great if it's paired on a good card, but we had a lot of "roaming" cards (great TE but bad everything else) that were all forgotten because they coudl'nt compare to a good FB/Priority card. Anyways, check out different sources and reach a decision. Godspeed.

All the mandatory skills (Lightning, OYL, right handed, Pulse) you can get from cards and potentials.Just prioritize blue and mile sparks.Using 2 speed cards will make her training a tad inconsistent, but with 20% spd growth she can manage pretty well.
