There's no room for it to happen at any point during the events of Sonic Adventure, so presumably, the city began reconstruction right after the flood. If the ceremony is right after Sonic Adventure, then only Sonic Shuffle can take place between it and Sobic Adventure 2; if not, you can ostensibly fit another adventure involving the Emeralds in there. Thing is, the Emeralds are last seen in Station Square, so I'm inclined to think at least one of them stayed there and was formally given to Tails later. Meaning you'd have to move the placement in that case.I think it makes sense having it before Sonic Advance, whenever that takes place...
