Even now, when you fill a shard with 50 people and you just need to spam in a boonball you can get hit with 5-10s server lag between buttons, manageable in GW2, but likely a wipe event in what GW3 wants to be.
Even the 20-player number is probably just going to be a bullet-point thing that barely matters in real gameplay, the same way that the open-world in Destiny was technically 9-player but it realistically almost never got above 5 or 6, or how the newest PSO has 32-player zones but everything that drops loot is 4 or 8.I expect GW3 is going to be like FF14 where most of what you do is 4-player, endgame raid stuff will be 8-player, and then anything higher will just be incidental open-world encounters or maybe some equivalent to an alliance raid.

Both classes, and any class rather, can fill the required role you would need within a party so don't worry about weighing on which is more valuable too much. New player here, already thinking of which legendary to go for to speedrun burn out. I currently play mesmer and I'm not quite sure how often weapons get used in end game. The generation 1 greatswords look great, but I've heard spears replaced them? The dagger also looks cool. I've been debating trying Guardian as well and not sure how much the legendary might overlap and what a popular weapon is on them.
