There's already a 20mm man portable rifle. Cut the barrel in half, bullpup it, and redesign the ergonomics to be shoulder rested and you pretty much have the HD2 autocannon without the full-auto fire selector. The problem with SC cheaters is that you literally can't tell if they cheated it in or not since having 6 million SCs does not affect the gameplay of other 3 players in a team.
