It's already designed around going in and out of ult to let it charge but it takes far too long for it to fully charge. You should be able to fully charge it almost instantly after getting out of ult, maybe turn her skill into some mechanic that recharges her passive but also reduce the duration of passive buff while increasing her starting and final ASPD in ult. Also give her real multishot because right now multishot is just a damage boost for her.
