I play modded skyrim for basically everything else.Settlement building via campfire is even more fun in skyrim because addons let you build comfy log cabins with nice furniture and decor. Fallout 4 lets you build favelas out of rotten wood and rusty corrugated sheet metal and that's it. There's some mods that add in nice new stuff to build, but a lot of those run into the issue of the setting. Skyrim is a fantasy world, and fallout 4 is a reddit millennial take on a dirty, dingy mad max setting. Modders can give you the ability to build a nice house in fallout 4, but it will look totally out of place and retarded. My skyrim log cabin in falkreath fits the setting like a fucking glove.

It’s just easier to make mods for Skyrim than for Fallout 4. There’s no need to segment clothing for gore, no need to add armor and weapon customization, and no need for animations for guns. Hell, most Skyrim modders don't even bother adding new armor to the world and leave it all up to the players to craft, not even considering unique variants.

is there a skyrim mod that basically gives you a jetpack from fallout 4/fallout 76? like, where you hold the jump button to ascend, when you release it you fall back to the ground, etc. i don't care if it's an actual jetpack or ifs animations would be some magic levitation spell. just as long as it was something that functioned via holding the jump button. all the flying mods out there are actual spells (so you have to equip them to your hands) or powers (so you have to equip them to the power/shout slot). it'd be cool if there was something i could just do without having to equip anything.
