Eshmel is extrodinarily broken and gets mag% Sol from ranking up armor, and you can easily stack infinite levels of sustain. The actual difficulty is the map segments with only two squads. The second maps boss is a bit overtuned but other than that up until chapter 5 of part 3 everything would probably be fine on a "maddening difficulty".Chapter 5 of part 3 was definitely intended to be as far as you could go on routeless, you have to do some very annoying timing stuff or do a map with eshmel solo basically to do it, and even then it's a bit ridiculous what you have to pull off with spamming aoes and kiting with troy physics.Depending on how hard they scaled the stats maddening MIGHT be possible if you can still create unkillable troy and unkillable Eshmel, the issue is if you grind to 99 though (because white magic doesn't scale so you can easily get 99), the enemies in the final boss room all scale up to 99, but the final boss himself doesn't scale. I think if a maddening is ACTUALLY ever made, they will not design it in with doing part 3 early in mind.
