Although I think server was always in Russia, what they did is for DDoS protection made it so you have to use some cloudflare bullshit to connect, it actually made ping worse for a lot of people. The only good mods we had for 3.3.5 were because of Epoch, but Ascension banned client modding, so they were all abandoned. Turtle was long-lived and had many mods, even if most are now abandoned. Have you tried installing Awesome WoTLK, for example (and using compatible addons)? It should make the experience closer to modern clients. It should also be noted that 3.3.5 emulators are in a worse shape than 1.12, they still don't get pathing or leashing right for example.
