My idea for him is that he isn't that big of a threat that Sonic and co really paid attention to him up until he decided to rob one of Tails' beachside warehouses and stole all his equipment while capture Tails and while he thinks he might be able to get a pretty penny for turning him over to Eggman, he gets in way over his head as Tails eventually escapes and starts using the equipment he stole to blow up his ship and armada. My end game for him is that after this, sometime in the future when Tails is a late teen, he comes back as a cyborg to try and actually kill him.
