the biggest problem with Xuanfang is that the chapter strongly wants to focus on tying it up with Jinzhou in a sort of soft retcon maneuver of the narrative, at the cost of feeling like the writers are deliberately edging you from knowing more of Mengzhou in the process. this is why it feels like filler, because the chapter selfishly keeps you in the dark from the bigger picture about Huanglong instead easing you into it. this is exactly where the worldbuilding is having friction and makes the chapter less compelling compared to the other regions prior
