the pvp meta is pretty shit, when I rolled on a pvp server I thought I would be fighting 1v1's and small skirmishes between groups. Instead its gay doomstack fuckery. Retail currently if you were to design a class not only do you need to have the base kit, you need 3 specs that all look or play different from each other and you need hero specs as well that add another layer on top of what you already have to build. Then you have to keep it in mind that you need to expand this every couple of years. Starting from scratch in retail seems like a process that would take years. In an environment with less skills, simpler gameplay and no expansions or level cap increases, creating a basic toolkit for a new class seems much less daunting with less that you need to design for or keep in mind.

And since they don't ever have to worry about moving much beyond that design space, they have a ton of room - and lore to work off of - to go pretty balls to the wall with it. They would be foolish not to. Nothing will sell better for them the new classes and new races. It's just the right business decision both shirt and long term. It's both immediate sales, and sub money from people who want to play whatever fresh new class they put out. If I were Blizzard I would be aiming for a new class every 2 years until at least 15 classes are in the game, with the first coming out a year after launch.
