One is that they mirror each other in a lot of ways and end up covering a lot of the same ground, and the other is that they often feel like character studies that aren't really accomplishing much in terms of actual plot. The inevitable direction it was headed was that she would lose, have a personal crisis over it, but ultimately come out stronger. However, it had spent something like 15 commus teasing that it would move onto the next step of that story while refusing to actually do it.I liked Tsubame Step 1 a lot when it came out. I specifically remember making a comment that she had done Saki's entire character arc, including the part she was refusing to actually get to, in something like four or five commus. But now let's look at that arc as of both Saki's and Tsubame's Step 3s.Saki finally broke out of her holding pattern in what was probably the single best-received story update in the entire branch. Breaking the balance of power was a huge deal in large part because they'd spent so long focusing on it staying exactly where it was. For Tsubame, the balance of power is now back exactly where it was at the start. Misuzu, the one who actually broke things, is no longer a major character. We spent Step 2 focused on the Shirakusas and saving people, which followed in Step 3 with a minor appearance from them showing that Shion is far worse off than she was before.None of that business with Misuzu mattered. Recovering from it and beating Sena didn't matter. Saving Shion didn't matter. All because we keep moving so quickly from one point to the next. That is a problem unique to Tsubame's story.

Mao and Rinami really avoid this because their stories are extremely personal and other idols don't play particularly big roles in them. Sumika and Lilja's biggest issue (they're borderline the same story looked at from two different sides) also avoid this. Tsubame's biggest rival is basically the most prominent character across all routes, too, which really makes it harder to write something interesting or different about her. And in general I feel like the best depressed Sena was already in Saki Step 3.

It felt like a return to form, while what sold me on the route was outlandish the things it was doing were. The spotlight for me though was Tsubame training Misuzu and supporting her to win NIA, basically returning the favor she made her back in step1, in both the manner of beating her in the audition and helping her grow manners of speaking, and was a nice continuation to that arc.

I haven't been following what you guys have been talking about, but you brought up Naruto so I will use that. There is a line by the fox that he tells Naruto that fools are easily liked and trusted by others. I think this fits Temari well, even if she pretends to be this cool lone wolf idol, people can instinctively feel that she is a fool, and so everyone subconsciously builds this feeling of trust for her and come to like her as they discover more and more of her foolishness.
