Also Rule of Law is bugged right now so don't try to use it for Light of Dawn, but save it for when someone needs massive direct healing. Holy Paladin is the most mana efficient healer throughout Legion - unless Tauri has a hidden bug; You really shouldn't be ooming or having healing problems. If you're using Holy Avenger: Use Holy Light inside of it instead of FoL. Holy Paladin is all about using its cooldowns, and balancing HL vs FoL, and you really can't be a FoL turret unlike Classic or WotLK. I do remember the beginning of Legion that some Holy Paladins chose to just cast Holy Light and not use FoL until Nighthold, which is a viable choice. There's a bigger problem if people are dying while casting Holy Light, because you should be able to get them off comfortably. I can't really troubleshoot anymore since I haven't raided outside of LFR, or done M+ on Tauri yet.
