If I remember right there's a visual effect at the very beginning of chapter 4 that has the mizzles appear in the light of the sanctuary's window which would seem to indicate they're formed from raindrops on the church windows. The only other water in the place is in a small pool in the lobby (iirc) and that forming into a bunch of small discrete beings would make less sense to me than if raindrops did. Maybe that pool is miss mizzle? Though she's the one with the BitterTear connection and Andy Cunningham told me those are rain too
