The name lock (the period after a character is fully deleted during which its name cannot be reused) appears to remain unchanged. From player reports during Advanced Access, the name was locked for roughly 7 days after deletion completed. Since NCsoft didn't call out any change to it, it's safe to assume it stays at that duration. So the practical flow now is: 24 hours to delete the character, then an additional ~7 days before the name becomes reusable.
