Fans will draw them doing things like living together, shopping at Hot Topic together, painting their nails together. And that's just not what they do, point blank. When Americans interpret "friend" too narrowly, it simplifies and distorts the characters. They're forcefully boxed into a wholesome friend/found family label at the expense of who the characters truly are: morally grey and independent loners who aren't above manipulating others to achieve their goals. Shadow and Rouge are allies who trust one another, but they are also not completely open with each other. They don't "hang out" like people think friends do. It's a clear distinction from the dynamics of Sonic and Tails/Amy, who spend time together when nothing's going on. These characters do not share the same values, and they prioritize their own goals.This doesn't mean they don't care for one another in their own way. Rouge in particular seems to have some feelings for Shadow. Shadow, Rouge, and Omega's fiercely independent natures mean that the "friend" label, especially as perceived by the American staff/fanbase, fails to properly encompass the nuances of their relationship.
