You don't need lore to add in funny animal people doing bullshit, you can just do it. Asking "BUT WHY ARE THEY ANIMALS?" is unimaginative and misses the point. However, this works depending on the tone and intention you want to reach. Nobody cares when stupid looking anthros or weird colored things exist in comedy shows. In a fantasy setting, most people expect you to explain what's going on and who lives in there and why. What is Sonic trying to be right now and does it require explanations about its world and its inhabitants?

Sally would be a redundant character in the current Sonic the Hedgehog ™ Canon. Because the original idea of her being the 'one who comes up with the plans' with it 'being Sonic's choice if he listens or not' as per Ben Hurst's description of the character has been taken over by Tails in recent installments such as Sonic Colors, Sonic Lost World, and the Blade of Courage Manga. It would suffer from character redundancy from a writing perspective.Tails is already the "smart one" who "comes up with the plans" and is Sonic's close companion in the current brand. Strike one.Amy is already Sonic's primary female companion. Strike two.Blaze is already the 'responsible, grounded, princess' opposite to Sonic who opposes a more deranged and misanthropic version of Eggman. Ansem Seeker of Darkness (KH1) works very well as Eggman because of the fact he's a mad scientist with his 'Ansem reports'.
