It's my fourth time playing through part 2 and I think the reinforcement spam encourages turtling and doesn't really add much difficulty. They're not endless and you're better off ending turns and waiting for the reinforcements to approach than to advance and be overwhelmed by a group of new enemies that will now charge at you for getting in their range, in addition to the reinforcements. Part 2 maps would already be long enough without reinforcements.
