For me the biggest problem with Canto 10 is there were a lot of npcs that were interesting and fun but they aren't much to talk about unlike the apprentices and nursefathers. Most of them are all just schizo freaks that throw one-liners at you then die comically. The characters people like, like Palette, one leg, are mostly all just liked because of their designs, they are significantly insubstantial and don't offer much in terms of characters beyond being quite literally quest NPCs. Dubois made it seem like we would see recurring characters move around the levels as we do but then he literally just disappeared.
