The games have never utilized EX weapons well and you know there'll be one or two that are vastly superior to the others. It was a completely brain dead ability that was vastly superior compared to anything else Kirin could do, and the game aggressively favored it too both in enemy patterns and how score functions. Doing anything else is objectively slower, exposes you to more risk and drags out boss fights. Especially in GV3 where enemies have absurdly large health pools.

The only exception I can think of right now where it is pretty much required is during Merciless GV fight where the upslash gives you that extra second of airtime when the floor is covered in projectiles and the boss is in an untargetable state. Outside of that, you're free to AC spam and AC cancel spam to your heart's content. Using the sword technique in other instances only slows you down.

The special weapons in Megaman changes how you can approach the different stages and its enemies, so there's some tactical utility at play, and the game also doesn't call you a fucking plebian after a stage just because you used Top Spin for an easier fight against Shadow Man. Due to the score penalizing nature of GV (which iX inherited, for better or worse) the EX weapons more often than not just feel like an added bonus, one that you can safely ignore for the most part since they'll mostly only work to fuck up your scoring. But there are some that stick out:Whirling Chopper, because it is your most essential movement and utility tool which practically dictates the pace of mid-to-high level play due to its unique ability to cancel Cope's slowass 3rd slash recovery frames and overriding regular combat limitations. It is virtually indispensable and the real question is whether such utility should really be locked behind an EX weapon.Rolling Ripper, because it has superior synergy with the game's scoring system due to low cost and high damage allowing for easy EX Air kills.And that's really it. Those are the only 'viable' weapons you have. In iX they're all bummers save for Orbital Edge and the same for GV2 where you're better off using Hailstorm Blade no matter what and treating every other EX weapon as if they were Hailstorm Blade. There is definitely Metal Blade effects at play, they just fall under a different criteria.
