For comparison, in Pinkie and the Brain, even though Pinkie's insanity/genius foils Brain's plans, they always make a point to show that Pinkie cares for Brain, and you can find this in many Western examples of a similar dynamic. Meanwhile Japanese are more likely to just leave it as gags without any real heartfelt connection between the characters, which is what Toby seemed to imitate here.
