They exist in service of those elements but once they are gone, because of changes made to the series and them not being good long term roles, they struggled to work out what to do with them. Rinko is poster girl for this because how much erasing Tatsurou lead to her friendship with Yukikaze going away and her original reason to exist just being gone. Once those elements were out only thing that remained from original novels was that she was stupid and RPG had only this to go off with her character, which no one liked long term. GoGo had to create the dancer with the rose thing because Rinko had nothing in terms of character to go off compered to other characters that were taking already existing element of their personality and cranking it up to 11.Tokiko is similar with her original purpose being gone but potential comes from how fucked her family situation is and just having more characters she has connection with. Taking care of her half-brother since she was just a child, while also having entire legacy of the clan on her shoulders because her father failed them both and her brother being lazy bum that is not shaping into being good future leader of the clan is good source for the drama and expansion on her character. It is just that no one really wants or knows how to do anything interesting with it so she is in this weird limbo where she technically is important character with a lot of connections that just never go anywhere.
