Sometimes Konami uses MD as an experimental ground, just like the OCG and TCG.
For example the OCG got Metamorphosis recently back at 3, while it was banned in TCG and MD. Then MD got it back at 3, the Banlist Team saw that it did nothing to the meta and a few months later the TCG put it at 3.
There are currently a different example, Premature Burial got unhit to 3 in the TCG, is currently at 1 in OCG and banned in MD. If it does nothing in the meta it will go to 3 in the OCG/MD.

There one reverse example:
In June, Zoodiac Ratpier was unhit in MD from 2 to 3 and Zoodiac Broadbull was put from banned to 1.
While Ratpier still was 2/1 in OCG/TCG and the other card is still banned in the other Formats.
These two cards did havoc to the meta because the Radiant Typhoon deck could abuse the engine to shit out 2 monster negates, 1 pop and 1 searcher that started the main engine.
RT Zoo was tier 2 due to this unhit and experiment. breaking the meta.

It's a deck that only special summons a few times. The special summons are typically for extra effects to buff up your clown or let him attack more, etc. You often just end on the clown and their continuous spell and draw a billion cards every turn so you can play a fuck ton of hand traps like like harmonia and veiler and ash. Zero need for the charmies. Their traps can recycle every card in their deck so you don't deck out.

For me it's a combination of a couple of factors. First I see if I like the aesthetic, then I test it out to see if I like the play style and if it satisfies must haves for me in a deck: Can go second decently well and or is consistent. Then last I check for strength in the meta. This doesn't mean I need it to be a tier 1 deck, but you need something that's decently strong to have fun in this game. Always test months in advance and keep up with what is releasing so you can line yourself up with what you want to play later on. I have a full unchained engine ready to upgrade alongside some other staples it makes use of in preparation for it in a couple of months.
