It's truly over for casters in pvp.You no longer have a counter (spell pen) for your counter (resistance gear). All spell pen items have had their spell pen nerfed to about a quarter of the original. This is due to the reintroduction of negative resistances, whose formula seems to have been made for small spell pen numbers. As a result, even if you stack spell pen gear, you won't reach particularly high numbers. Resistance stat budget has remained the same so far, so if someone decides to stack resistances, there's little you can do. This also applies to simpler things like motw and resistance aura/totem, which you can hardly mitigate now. Warlocks are in a better position due to curse of elements (which unlike other spell pen stuff doesn't cause negative resistance though). Funnily enough the implementation makes mage's arcane subtlety a very strong talent, with an estimated ~7.5% damage increase for two points.

Because they didn't commit to horizontal progression their idea of "horizontal world expansion" isn't going to work either. Eventually you're going to run out of landmass on Eastern Kingdoms and Kalimdor and will have to create new continents to contain the new stuff. And because the progression is still vertical, new = better so everyone flocks into the new play area and leaves the old ones abandoned the majority of the time, exact same problem of retail expansions except you kept the level cap at 60.
