There are a lot of factors such as opportunity cost, perfect % resist, which class is being tested as some weapons have very different minimum vs maximum damage ranges, etc.But the main thing is that you can always add more slots to armor to fit in the things that perfect change took place of. Better to get it earlier and stick with it rather than try to roll for a 1% chance stat line further down the line.
