I think Welcome to Paradise might make the list on my most hated quests. It's not as bad as Epistrophy popping up in the middle of other shit, but you get it early game and it wants you to drive all over the city, it keeps jumping into your current quest for some reason, and it's preachy.

I'm guessing that's the "best" combat quickhack stuff, but it does tend to suck on bosses. But if you want to just lean into smartweapons and only use it for spreading contagion or assisting with stealth something, or do nothing but ping and use tech weapons through walls or some shit that's also a thing I guess.
