He was Miyamoto's senior, and Miyamoto had/has a chip on his shoulder about material that wasn't made by himself and only permitted it in titles he didn't have complete control over. This is why Luigi was never allowed to save Daisy in the Mansion games and Daisy has been stuck in sports and spin offs. In an ironic twist though, it means that Daisy literally only got captured ONCE by Tatanga and she's been completely proficient in keeping herself out of trouble all these years.
