I think the world tension in PvP and it's highs and lows make the game much more enjoyable and provides a richer leveling experience because the server feels alive and it reminds you that you're playing an MMO. In contrast, PvE feels too monotone and sterile. You're not incentivized to explore less common leveling areas outside of what your hyper min-maxed Rested XP addon (that you bought) tells you to because there's no need to adapt to the current state of the zone you're in.
