Why spend time with weaker people when you can form connections with stronger people? You gain more valuable resources and opportunities from working with stronger people. You can help weaker people, but they can always leave legion and move on. The only thing is you are a huge siege focused legion and you are very invested in controlling artifacts in the abyss. But the payoff from that isn't very high compared to other things you could be doing instead.
