the content they added is aimed at end game and new story, which is like at least 100 hours in for most people, usually more with distractions. internally they probably see millions of dead max level characters that were never touched after everyone's friends/clans moved on. they prepped the character transfer feature in anticipation of returning players maybe wanting to move off their dead servers.

it's conan exiles but the sun hurts, and they utilize the timed entry mechanic of a deadly area, in this case radiation. their way to balance is still making HP sponges, you can tune into dune awakening stream and watch them fight the new station NPCs and it'll be 4 people focus firing a single guy getting chain CC'd in melee.

How do you fight two melee npcs? I try but they just stunlock me whenever I try to get through one of their shields.

made a new character on a supposedly populated server the other day, haven't played since last summer, and I have yet to see another player, unless the worm being triggered is caused by environmental stuff

the vast majority will be in T6 content on separate maps not Hagga Basin, you could try using the chat to clan up with someone or ask if anyone's recruiting. unless you just want to solo everything.

is end game worth it? not really into pvp in survival games, i have a scout copter now and im already getting bored of the tedious missions, the combat is very predictable too, bosses are a joke except the heavy weapon guys that are just annoying, for some reason they are better in melee than melee troops
