You either make an account with the game's devs or you play the game through bilibili (similar to using your google play acc for login). The former requires you to have a chinese phone number and papers, while the latter you don't, but your playtime will be very limited due to child protection laws. You can email bilibili's support and send them proof of your age and identity and they remove the baby lock.
For topping you use shit like alipay or qq, or if you're using bilibili then there is a paypal option and you're charged in yuan so it is cheaper overall.

Check out the tier list and team pages on mimir.cat to get a general idea of the meta, tier list is sorted by general utility, and you can turn on CN mode to check for future-proofness.
Some of the old stories make you use your own team, but any modern character will steamroll them, and you get 5 copies of Irkalla for free at the event, as the anon above mentioned. If you pick Kuramitsuha on the standard, you also have the best support for DPS Irkalla, add Skuld from the limited gacha, and you have one of the two t0 ice teams.
