Should I roll for Perrin if I have nothing for rock type yet?An Ex-zone setter is probably good to have but it's only 1% rate for her on this banner and I don't like that nearly all my good pairs are either Kanto or Paldea.

If she's you absolute waifu, than you have no real need to pull at the moment. They will most likely do some sort of special EX Fair banner during anniversary, maybe a selector with early EX Fairs or a random guarantee banner.
