I like to headcanon that Ampharos have a very long history with beachside living and that's why they evolved to lose wool and gain flippers
When I first played Silver as a kid, I had no idea about Ampharos since no one used it and you don't encounter it outside of Amphy, who was just an ambiguous overworld sprite whose actual species name never gets mentioned.
