Had the writers given him interesting plotlines, things may have turned out differently. It's not very entertaining or fun to watch a character just spot a Pokemon, chuck a Pokeball and catch it, and the whole process amounts to something like ten seconds before being repeated over and over again. Then, the writers compounded that boring element with not giving Goh a reason/need to use or be around any of these Pokemon outside of rare occasions. I don't even know why they tried to force the Pokemon GO catching mechanic in the anime when by the time late 2019 had come around, a good chunk of the hype around GO had started fizzling out. 2016-2017 were the peak years, but even if the GO mechanic had been worked into the anime around that time, it still wouldn't have been any more fun to watch. The writers needed to give Goh practical and fun reasons to use the Pokemon he caught a lot more frequently than what we ultimately got. More Project Mew missions (and have PM introduced earlier, too) may have helped, especially if they required Goh to use a wider range of his Pokemon in creative ways. Also, I remember the Johto/Hoenn seasons having anime-exclusive contests/competitions involving Pokemon, and it would've been great to see Ash and Goh entering, competing, and using their Pokemon in these events. On a more character-driven personal level, the writers were very off and on about Goh struggling to/not wanting to make friends, and being socially awkward/less physically capable, being competitive/not competitive; it just felt like his personality could be very inconsistent, which is a shame because I think there was potential there to do something different in the anime, especially since the first half of the series basically focused on the Ash/Goh dynamic. I think the potential WAS there, just that the execution of the ideas were terrible, but that pretty much extends to my feels of PM19 as a whole.

He's funny, energetic, and has a lot of flaws (arrogance, inability to cooperate, self conscious, fears failure) that they make episodes out of. The series overall was kind of a stinker but I think Goh was a cut above the average anipoke character in terms of writing.
