This shit was so arbitrarily obscure AND tedious, of course no one wanted to bother. It was a huge hassle. And you didn't even know the characters prior to this side quest, so it was hard to commit to do so much bullshit to pseudo-date a character you don't know you like. It should've happened with a character you already got to know during the main story, maybe then people would've felt invested enough to go through the effort.

Gamefreak can barely write regular stories, the romance would be trash.
