Vikavolt, just update the ability to not affect OHKO moves. Compound Eyes already excludes them so it wouldn't be outlandish. Or, you could just make OHKO moves always fail unless if the target is a lower level than the user like they always should have been

Electric Terrain should make Zap Cannon bypass Accuracy checks just like how Rain does for Thunder. It wouldn't even be broken because unlike the other Surge abilities Electric is still effectively limited to Koko who they now hate and refuse to let it enter the Dex nowadays

Having lock-on or mind reader be an effect of a certain move would be awesome for the same reason stuff like stone axe or whatever else are good.

Both of those moves were introduced in gen 5, long after the other moves you mentioned. They just really don't want the player to boost their own accuracy without RNG or items, for some reason.

Electric is a weaker offensive typing, Confusion and Burn are both stronger than Paralysis, Dynamic Punch also has multiple No Guard options

No way those are stronger than paralysis. One goes away on its own and if you switch, the other's only negative effect vs half of the Pokemon is weaker chip damage than poison. Halved speed and the chance to not act during any given turn is extremely powerful.

Thunder can be run as general coverage at 70% accuracy, has synergy with one of the most prominent rain conditions, and deals amazing damage with a high para chance.
Meanwhile Zap Cannon has ZERO use. And even if a pokemon had No Guard, it wouldn't even be that broken because you can only para a pokemon once, so every subsequent Zap Cannon will just be a 1% stronger Thunder
