It seems they just got an artificial Switch boost. Your theory might actually hold true if you ignore them, the top 3 would be Kanto, Johto, and Sinnoh and those three are pretty popular. Then again, you could also sub out Johto for Hoenn. I think it's safe to say Kanto is the most loved region among millennials and Sinnoh among zoomers.
