I feel like Wally is the most forgettable rival in the series.
People tend to talk a lot about the gen 1-2 and 4-5 ones (which are usually liked), they talk about how forgettable the gen 6 ones are, and for 7+ they like to talk about how shitty they are and how they're not even rivals anymore. But most people really don't give a shit about Wally.

The concept for Wally is really solid, it's just that RSE has this weird thing where your rival starts as the opposite-sex player character, then he/she kinda stops around Lilycove City but then you fight Wally almost as a surprise at the end. The concept of a sickly trainer trying his best is cool to overcome all odds, the RS arc in the manga does a good job at grounding Wally's troubles while showing his true potential flourishing in a cool way. It does have one controversial plot point but I feel like they nailed everything else.

Newsflash people! The INTENT of the character or story beats doesn't matter when it's executed in such a flimsy way it's hard to even say they tried executing it. Wally is hardly a character, Gen 3 has next to no story whatsoever, certainly not one that's fleshed out beyond Magma/Aqua. It's not a game where the writing focuses at all on character dynamics, certainly not those of the player character. There's some background, with Norman, but that's about it. Story wise, Brendan/May getting cucked is there but it was so unclear they added a cutscene in Emerald to make the point. And even there Wally is still a nobody, just a filler character.
And no, it isn't "vague and deep if you read for meaning", it literally isn't conveyed whatsoever in the games at all. Especially since the game doesn't allow your character to have a real arc and allow you to lose, the beats are

Wally isn't a rival; you fight once. Birch's child is the rival and that progression is pretty clear: you, a rookie, mog them in multiple battles and they go from being upset about it to accepting, realizing that there are alternatives to fighting.
Wally is simply another trainer, another showcase of the individual path everyone has to take to become a Master, a way of showing the player that strength comes from friendship with Pokemon, and that finding meaning to life can allow anyone to reach their fullest potential. This isn't illustrated in the game, like at all, but... That was the idea.
People complain about this rival bad or that one, but they clearly grew bored of your only contemporary being a rival neighbor type. They still DO them in modern games because rivals are a shounen trope, but notice they're a little more friendly and thoughtful and typically there's other characters in the friend group that present to us different paths? Hell, the BW story of Hilda, Cheren, and Bianca captures the exact dynamic of May, Brendan and Wally but since it's actually got dialogue and characters, it's much more memorable.
