Because he is specialized entirely around Pokemon footprints. That is the range of his experience and expertise, and why he is an expert in that specific field. I wouldn't expect "Dr. Footprint" to know how Pokemon breed, because that's not what his field of study is on.

Just look at History Channel or Discovery's group channels, anyone can be an expert on everything in the USA, all you need is believing it and have a tag saying it on the tv screen, then you keep writing books and podcasts with made up shit. In this case the expert is probably a joke about some Japanese being considered otaku in their own circlejerks and meme fields, they likely have real life otaku that study anime girl panties or gundam mecha armpits or researchers of the reclining seats phenomenon.
