Those games were just needed for the natdex completion and were fillers for Emerald's release.
In fact I swear they intentionally made the post game as dead as possible while testing battle facilities for Emerald, Sevii Islands were a nice addition with Rocket side quest that was a prequel to Johto's rebuilt Rocket. Other than that they really were a DLC for Hoenn. Also the Sevii "battle facilities" were shit, only the E4 rematches were great.
They were probably busy with Game Cube games too.

Mankey exists just fine early on, so does Zubat, Bellsprout, Spearow, Nidoran, etc.

Plenty of them have 25% and above, a good example is Ekans and Sandshrew on Route 4.

Move Tutors having only one use isn't stupid, it's meaningful. It means you are more attached to the Pokemon you use it on and more thoughtful about it. You need to destroy you context of fomo and competitive Pokemon in your head to truly appreciate how wonderful the old games were. Destroy minmaxing too. These games are journeys and you can make mistakes and you can achieve incredible boons, that's normal.

OP didn't play beyond Route 2.
Forcing move variety is good game design. I beat it without ever using any of the move tutors anyway. If you can't beat this baby game, you're bad at Pokémon. (Also, the past tense of "teach" is "taught".)
There are absolutely wild pokémon above level 30. (Also, "pokémon" is supposed to be lowercase when talking about the species and uppercase when talking about the company or the name of the game.)
What the hell do you mean the Exp. Share is locked behind Chansey? It's locked behind catching 50 pokémon, and Chansey isn't a requirement as part of that.

Holy hell I'm so fucking tired of every conversation about a game boiling down to "muh post-game facilities", it's always the same sticking point.
How about the fact that you could PLAY red/blue with some nice graphics, abilities and way less bugs? The appeal of this game is not some rocket science.
