A lot of Pokémon are very similar. I mean look at Magnemite & Magneton, Diglett & Dugtrio, Doduo & Dodrio, Koffing & Weezing. It's all the same concept of "guy(s) multiplying". They just didn't really care about making the designs very distinct fron each other yet, so there's just a lot of similarities with no deeper meaning. See also: the Caterpie and Venomoth theory.
