The real answer is that Game Freak is satisfied with not doing 101% and instead doing 70%.Their development scope grew too much with 3D so they're cutting corners and planning multiple games at once. It's too dense for the size of their staff.

There are 3 move tutor booths and one is empty for the entirety of the game because the asswipe that runs the place is on the other side of town in the copy/pasted XY cafe. The other 2 stalls teach the same exact pool of Pokémon since it's just the pledge moves and the ultimate moves, so it could have just been one stall instead of stretching it to 2. The Poke-mileage shop is a whole shop when it was just an NPC in the pokemon center in XY, and since Poke-miles were a largely online based feature the stall is pretty much useless now. There's a mirror shop that exists purely to give the Reveal Glass, so you visit it once and never again making it effectively an empty stall. None of the mirrors even have reflections either. There are only 4 shops that are actually worth a shit and 3 of them are only really useful after you beat the game. The friendship massage parlor is always useful, but it's further away from the fly point requiring you to either walk past the pokemiles shop or the gym which are both way more limited in their utility than the massage place. There's the ribbon shop where you can buy the Ribbon Syndicate ribbons, which could be a potential noob trap if they don't know how ribbons work and end up blowing all their cash by Gym 3 on some aesthetic bullshit, and then there's the battle institute and inverse battle shop which are pretty fun, but way too limited in scope. The apartment area is largely empty too with more blocked off apartments than ones you can enter. Mauville in ORAS is bloated and shitty to navigate, especially with all the terrible loading zones that are completely antithetical to the continuous uninterrupted map design RSE had. The whole city is dogshit and the game corner is just them spitting in your eye with blatant corner cutting. They never remade the RSE game corner music either.

I think it’s actually a refinement to cut the bloat and make the games more focused.
