Just make it neutral against Steel, they would be relevant again overnight.

Also give Steel back their Dark resist, Knock Off needs an indirect nerf and so do Dark types overall. I would say Ghost too but they're only good right now because Pecharunt/Gholdengo/Ceruledge have innately broken signature moves that aren't even ghost type, and overall base stats being high.
